A VLE is an on-line environment consisting of a variety of communication tools, and designed for the educational purposes. The purpose of a VLE is to integrate the communication and information needs of learning and teaching in a web-based system. Virtually all E-learning and blended classes use a VLE of some sort.

VLEs are often based on content management systems such as Moodle, but they don't have to be. A VLE can also be delivered by basic HTML pages.

A good deal of planning must be put into a VLE, including interface design, methods of file delivery and storage, choice and combination of communication and collaborative tools, and presentation of learning content, just to name a few.
